Venezuela loses power again—who’s to blame?

Parts of Venezuela remain without power a day after the country faced its fourth largest blackout this year. Venezuela’s government has blamed the United States for previous outages. But this time, some people blame the Maduro government for neglecting the nation’s power grid. Seoul is accusing a Russian military plane of violating South Korean airspace over the Sea of Japan and provoking hundreds of warning shots. Russia refutes the claims and accuses South Korea of endangering its pilots. Even as tensions rise over seized tankers in the Strait of Hormuz, five countries are still committed to the Joint Comprehensive Plan of Action (JCPOA)—better known as the Iran nuclear deal—and now plan to meet in Vienna to discuss it.
